Scheduling and transmission of non-commercial programming on Public Access cable TV Time Warner Cable channel 23. Time on the channel is available to the public, free of charge, on a first-come, first-served basis and with required forms completed and submitted to the Studio manager.

Access to television production equipment to produce public access programs is available to individuals and organizations who have completed the requisite PANDA training workshops.

Workshops in television production are available to inter-municipal residents and special group workshops for non-profit community organizations based in the five municipalities (Town and Village of Red Hook, Town and Village Rhinebeck, and Tivoli).
